This report considers how effectively the Action Plan to Tackle Trafficking in Persons and to Enhance Protection of Foreign Domestic Helpers in Hong Kong (the Action Plan) has been implemented and, specifically, whether it has helped trafficked people access justice in Hong Kong SAR.

To inform this research, Stop Trafficking Of People (STOP) conducted in-depth interviews with 11 migrant workers who had been trafficked to Hong Kong for sexual or labour exploitation, and four civil society organisations that support trafficked people. The interviews explored trafficked migrants’ experience of using the justice system and how existing procedures might be improved to better meet survivors’ needs.

本報告研究《香港打擊販運人口及加強保障外籍家庭傭工行動計劃》(下稱《行動計劃》)的實施成效,特別是該行動計劃是否有助被販運者在香港尋求公義。


為蒐集研究資料,希望枝子「停止人口販運」項目向十一位曾在香港經歷性販運或勞動販運的移民工進行了深入訪問,亦與四個支援被販運者的公民社會組織進行訪問,探討被販運者透過司法制度尋求公義的經驗,以及現有程序可作出的改善,以更滿足倖存者的需要。

Nearly two-thirds of interviewed trafficked migrants did not disclose to Hong Kong authorities about their experiences of human trafficking.


近三分之二受訪的被販運者未曾向香港當局透露他們被人口販運的經歷。


Only three out of 11 survivors confirmed being screened for trafficking.


在11位受訪的倖存者當中,只有三位確認自己曾接受受害人識別審核。


Interviewees also commonly reported long delays in initiating their cases, with none being informed about available NGOs that could provide assistance.


受訪者普遍在開展個案時遇到延誤,或在法律程序開始後進展緩慢,同時間,他們當中無人被告知可提供援助的非政府組織資訊。

Key Recommendations


  • Enactment of legislation that will criminalise all forms of human trafficking
  • Establishment of a referral mechanism and improved access to information for potentially-trafficked people about the legal process, their rights and the assistance they can seek
  • Enhanced victim identification screening procedures

This picture book is an extension of STOP's first research report, “A pathway to justice or a road to nowhere? Trafficked migrants’ experience of seeking justice in Hong Kong”. The story takes inspiration from the 11 research interviewees who had been trafficked to Hong Kong for sexual or labour exploitation, and sheds light on their justice-seeking experiences under existing procedures. We aim to provide evidence-based recommendations that can help close the justice gap and protect the rights and welfare of human trafficking survivors.
